(1) FIFA publishes Explanatory Notes regarding International Transfers of Minors (8 November 2022)

Following a series of meetings with stakeholders from the professional game and the subsequent agreement by the Task Force Transfer System, a series of objectives, principles and work areas for the Third Reform Package were defined. In this regard, on 14 May 2021, the Football Stakeholders Committee (FSC) endorsed the general principles pertaining to the Third Reform Package, which encompasses, inter alia, the topic of the international transfer of minors. In this respect, the general principles approved by the FSC in relation to the international transfer of minors were:

-Humanitarian exception

-Private academies

-Trials

-Safeguarding

(1) 国际足联发布《关于未成年人国际转会的解释性说明》（2022年11月8日）

(2) FIFA publishes Procedural Rules Governing the Football Tribunal edition October 2022 (8 November 2022)

These rules govern the organisation, composition and functions of the Football Tribunal (FT).

The FT shall be composed of three chambers:

a) the Dispute Resolution Chamber (DRC);

b) the Players’ Status Chamber (PSC);and

c) the Agents Chamber (AC).

本规则规定了足球法庭（FT）的架构、组成和职能。

(3) FIFA publishes Regulations on the Status and Transfer of Players (RSTP) edition October 2022 (8 November 2022)

These regulations lay down global and binding rules concerning the status of players, their eligibility to participate in organised football, and their transfer between clubs belonging to different associations.

(4) FIFA publishes FIFA Clearing House Regulations (8 November 2022)

The specific objectives of the FIFA Clearing House are to:

a) process specific payments related to the transfer of football players between clubs;

b) protect the integrity of the football transfer system;

c) enhance and promote financial transparency in the football transfer system; and

d) prevent fraudulent conduct in the football transfer system

(4) 国际足联发布《国际足联清算所条例》（2022年11月8日）

国际足联清算所的具体目标是：

a) 处理与俱乐部之间的足球运动员转会有关的款项；

(5) FIFA announces the publication of the second edition of the “FIFA Benchmarking Report Women’s Football: Setting the pace 2022” (28 October 2022)

The report presents the information collected from 30 football leagues and 294 of their respective clubs outlining the key findings across some key areas including sporting, governance, financial landscape, fan engagement and players.

Through this publication, FIFA reaffirms its commitment to the promotion of football globally and to accelerating the growth of women’s football throughout all our Member Associations.

(5) 国际足联宣布出版第二版《国际足联女足基准报告：制定2022年的发展步伐》（2022年10月28日）

该报告包含了从30个足球联赛以及294个俱乐部中搜集到的相关信息，概述了一些关键领域的重要发现，涉及到体育赛事、治理、财务状况、球迷参与度以及球员等方面。

(6) BEACH SOCCER Laws of the Game 2022-23 is approved by the FIFA Council（25 October 2022)

The universality of the Beach Soccer Laws of the Game means that the game is essentially the same in every part of the world and at every level. As well as creating a “fair” and safe environment in which the game is played, the Beach Soccer Laws should also promote participation and enjoyment.

The Beach Soccer Laws has detailed provisions in 17 perspectives, including the pitch, the ball, the players, the players’ equipment, the referees, the other match officials, the duration of the match, the start and restart of play, the ball in and out of play, determining the outcome of a match, offside, fouls and misconduct, free kicks, the penalty kick, the kick- in/throw- in, the goal clearance, the corner kick.

（6）国际足联理事会批准通过了《2022-23年沙滩足球竞赛规则》（2022年10月25日）

沙滩足球竞赛规则的普遍性彰显了这项比赛在世界各地和各个层面上都是基本相同的。除了为比赛创造一个公平和安全的环境外，沙滩足球竞赛规则还应促进沙滩足球的参与度和愉悦度。

(7) Meeting in Auckland/Tāmaki Makaurau sees key transfer system regulations approved（22 October 2022)

At its meeting in Auckland/Tāmaki Makaurau, Aotearoa New Zealand, the FIFA Council approved the FIFA Clearing House Regulations, a major step in safeguarding transparency and accountability in the global transfer system.

The regulations, which will enter into force on 16 November 2022, are a set of norms under which the FIFA Clearing House will centralise, process and automate payments between clubs, initially relating to training rewards (training compensation and solidarity contributions), but also promoting financial transparency and integrity within the international transfer system.

（7）奥克兰/塔马基·马考劳会议通过了转会制度的重要规定（2022年10月22日）

(8) CAS publishes CAS arbitration rules for the 2022 FIFA World Cup Qatar Final Round（21 October 2022)

On 21 October 2022, CAS publishes CAS arbitration rules for the 2022 FIFA World Cup Qatar Final Round. There are 24 articles in the full text, which are detailed in terms of Ad hoc Division, Special List of Arbitrators, Presidency, Language of Arbitration, Notifications and Communications, Application and so on.

（8）CAS公布了2022年国际足联卡塔尔世界杯决赛阶段的CAS仲裁规则（2022年10月21日）

2022年10月21日，CAS公布了2022年国际足联卡塔尔世界杯决赛阶段的CAS仲裁规则。全文共有24条，分别从特设庭、仲裁员特别名单、主席、仲裁语言、通知和通信、申请等方面进行了详细说明。

(9) Adjudicatory chamber of the independent Ethics Committee sanctions former members of the normalisation committee of the Venezuelan Football Association（14 October 2022)

The adjudicatory chamber of the independent Ethics Committee has sanctioned five former members of the normalisation committee (NC) of the Venezuelan Football Association (FVF) as a result of their conduct during their tenure(s) on the NC.

The adjudicatory chamber was comfortably satisfied that the above individuals had breached the following provisions of the FIFA Code of Ethics (FCE):

1) Laureano González: art. 13 (General duties), art. 15 (Duty of loyalty) and art. 28 (Misappropriation and misuse of funds)

2) Carlos Terán, Bernardo Añor Guillamón, Luis Eduardo Fernández and Gilberto Velazco Ramírez: art. 13 (General duties), art. 15 (Duty of loyalty), art. 19 (Conflicts of interest), art. 20 (Offering and accepting gifts or other benefits), art. 25 (Abuse of position) and art. 28 (Misappropriation and misuse of funds)

（9）独立道德委员会审判庭处罚了委内瑞拉足球协会正常化委员会的前成员（2022年10月14日）

独立道德委员会的审判庭对委内瑞拉足球协会正常化委员会（NC）的五名前成员在正常化委员会任期内的行为做出了处罚。

(10) FIFA publishes Participation in the FIFA World Cup Qatar 2022 Club Benefits Programme（12 October 2022）

A portion of the benefits from the competition will be allocated to member associations, which will in turn pass on those amounts to their affiliated clubs that contribute to the successful staging of the competition.

AFC 亚足联

(1) Latest AFC Disciplinary and Ethics Committee decision published (26 October 2022)

The Asian Football Confederation (AFC) Disciplinary and Ethics Committee has made a decision on a case concerning the presence of a prohibited substance in a player’s sample arising from AFC Champions League 2021(Knock-out Stage). The Player is banned from taking part in any football-related activity for four years.

亚洲足球联合会（AFC）纪律和道德委员会就2021年亚冠（淘汰赛阶段）一个球员样本中存在违禁物质的案件做出了决定，该球员被禁止四年内参加任何与足球相关的活动。

(2) Latest AFC Disciplinary and Ethics Committee decision published (20 October 2022)

The Asian Football Confederation (AFC) Disciplinary and Ethics Committee has made a decision on a case concerning the protest in relation to the eligibility of a player arising from AFC U17 Asian Cup 2023 (Qualifiers).

(3) AFC Executive Committee decides to award Qatar the hosting rights for the AFC Asian Cup 2023 (18 October 2022)

Speaking after the Asian Football Confederation (AFC) Executive Committee’s decision to award Qatar the hosting rights for the next edition of the competition, Al Thani emphasised on his country’s legacy of hosting major events.

Qatar is set to become the first nation to host the AFC Asian Cup three times, having previously hosted the event in 1988 and 2011.

(3) 亚足联执行委员会决定授予卡塔尔2023亚足联亚洲杯主办权（2022年10月18日)

在亚洲足球联合会（AFC）执行委员会决定授予卡塔尔下一届比赛的主办权后，卡塔尔足球协会主席再次强调了卡塔尔主办重大赛事的传统。

卡塔尔将成为第一个三次举办亚足联亚洲杯的国家，此前曾于1988年和2011年举办过该赛事。

(4) Latest AFC Disciplinary and Ethics Committee decisions published (5 October 2022)

The Asian Football Confederation (AFC) Disciplinary and Ethics Committee has made decisions on cases concerning authorisation procedure for Tier 2 International Matches and Tier 2 International Competitions and/or reporting arising from several International friendly matches.

CAS 国际体育仲裁院

(1) The appeal of Leeds United Football Club is dismissed by the CAS (4 November 2022)

On 4 November 2022, the Court of Arbitration for Sport (CAS) has issued its decision today in the arbitration procedure between Leeds United Football Club (LUFC) and RasenBallsport Leipzig GmbH (RB Leipzig) concerning the decision issued on 1 June 2021 by the Single Judge of the Players’ Status Committee of the Fédération Internationale de Football Association (FIFA) (the Challenged Decision) which upheld RB Leipzig’s claim to be paid a transfer fee by LUFC in accordance with the “Purchase Obligation” included in the loan agreement concluded between the clubs and the player Jean Kévin Augustin (the Player).

The CAS Panel in charge of the matter has dismissed the appeal filed by LUFC and confirmed the Challenged Decision in its entirety, including the obligation of LUFC to pay to RB Leipzig the first instalment of the transfer fee, i.e. EUR 6’740’174.

(2)The CAS dismisses the appeal filed by Nairo Quintana (3 November 2022)

On 3 November 2022, the Court of Arbitration for Sport (CAS) has issued its decision today in the arbitration procedure between the Colombian cyclist Nairo Quintana and the Union Cycliste International (UCI). The CAS Panel in charge of the matter has dismissed the appeal and confirmed the decision issued by the UCI Medical Director on 17 August 2022 (the Challenged Decision) in which Nairo Quintana was found to have infringed the UCI Medical Rules (presence of tramadol in competition) and was sanctioned with the disqualification of the results he obtained at the Tour de France 2022 and a fine of CHF 5,000.

(4) ICAS Media Release: Amendments to the Code of Sports-related Arbitration with effect from 1 November 2022（11 October 2022)

The International Council of Arbitration for Sport (ICAS), the governing body of the Court of Arbitration for Sport (CAS), has adopted amendments to the Code of Sports-related arbitration (the CAS Code) in Lausanne, 11 October 2022. The CAS Code is the text that sets out the statutes of ICAS, as well as the procedural rules for CAS arbitrations.

The amendments will take effect from 1 November 2022 and can be consulted here, in the three official CAS languages (English, French and Spanish).

The amendments include the Statutes of ICAS and the Procedural Rules.

(4) 国际体育仲裁院理事会（ICAS）媒体公告：体育仲裁规则的修改自2022年11月1日生效 (2022年10月11日）

2022年10月11日，国际体育仲裁院理事会（ICAS），即国际体育仲裁院（CAS）的管理机构，在洛桑通过了对体育仲裁规则（即CAS规则）的修改。CAS规则中包括了ICAS的章程以及CAS仲裁的程序规则。
